Connect To a host over a different network with a static external IP

Ok, I have Symantec pcAnywhere And I Already Have My Static External IP Set Up On My Router, I Need To Be Able To Connect To My Host on A COMPLETELY DIFFERENT Network, Like They Don't Use The Same Router. I Guess What I Am Saying Is That I need to connect to my host through the internet. I Have A Netgear WNDR3400v2 Router On The Host End.
